Bilaspur state was formerly Punjab Hill States Agency, now in Himachal Pradesh State, area of state was 1,173 Sq Km. ,and population of state was 100,000 in 1931. Privy purse of state at the time of accession in to independent India on 12 Oct. 1948  was Rs.70,000.                                                                                                                                        

                                According to local Oral Tradition and Records during the reign of Raja Harihar Chand a new state was founded around 697 CE by his son First Ruler Raja Bir Chand. After Raja Kahal Chand had built Kahlur Fort the state was named after as Kahlur(probably from Kahal-pur) and the Ruling Chandel Dynasty of Kahlur was also Known as Kahluria. Initially the capital of the state was at a place named Jandbari — now in Hoshiarpur district — and then it was transferred to Kahlur Fort, but was later moved permanently to present town Bilaspur by Dip Chand, the 32nd Raja of Kahlur (reigned 1663–1665)

Bilaspur is lying in the foothills of the Himalays and Bilaspur town is situated on the banks of Sutlej River which divides the State into two equal halves called the Parla (Trans)and the Warla(Cis) Mandi and Kangra bordered on the North, on the west by the Hoshiarpur District, on the South by Nalagarh and the East by Baghal and Suket. The Capital of the State was originally at Jhandhari and then at Kot Kehloor, but was later transferred to Bilaspur. Its Rulers were members of the Kheloorea Clan of the Chandravanshi Rajputs.

       Bilaspur was founded by Raja Bir Chand in 697 AD when his father Raja Harihar Chand, on his way to Jwalamukhi in Kangra from the ancestral home at Chanderi in Madya Pradesh, was killed by the then Raja of Kangra and Bir Chand as the eldest of the four brothers decided not to go back home. He established a small fort at Kot-Kahloor in the low lying area below the peak of Shri Naina Devi (Goddess Durga) whose Temple he erected on top of the Hill. He died in 730A.D.
